God has lead the leadership of COTN to each country that we are now involved with. COTN does not set out to be in any given strategic number of countries but relies on Gods unique direction and calling. This has always been confirmed through both in-country leaders and volunteers who have been “called” to partner with COTN to care for children and also the funding resources which have miraculously come.
A typical process begins when God uses a person within COTN or its extended relationships who becomes impassioned with the dire needs of children in a specific country. Research is then completed and a recommendation is made to the international board of directors.
Once approval is granted, the leadership of COTN works to identify suitable “steering committee” members within the targeted country. A direction is set in conjunction with this committee and ministry begins.
Soon after this process, a board of directors is selected and official non-governmental organization (NGO) paperwork is initiated.
Careful observation is made within each country to identify Godly impassioned staff who demonstrate a proven track record of caring for children prior to their joining in partnership with COTN to care for children.

- National Board is formed
- Official NGO status is sought
- Country Director is hired
- Full ministry begins
